[NHRC-user] NHRC-3 Time out timer

The time out timer on the NHRC-3 series resets right before the courtesy 
tone.  As long as the users wait for the beep, then the time out timer will 
be reset.  Keying up before other the other user drops signal will cause 
the time out timer to keep on counting.
