Thanks guys for your answer.  I just deduced that tonight with some testing.
Although knowing exactly when the timer resets (Just before the courtesy
beep) was good info to know.

Thats the way I thought it should work, but when we first put it on the air,
I think a combination of a very short TOT and people keying up before the
beep timed it out a few times.  I have now set the TOT to a more reasonable
time.
