For 16K you can use a 27C128 (or equivalent) or a larger eprom with the
appropriate upper address lines tied low or high, using less than it’s full
capacity.
Another thing to consider is speed. I’d get 150ns or faster chips to be on the
safe side, though 200ns may work.
