If you are not going to use real floppies, there is no need for a disk
controller. A ROM cartridge is all you need to run HDB-DOS with
DriveWire virtual disks.

The disk controller is basically a ROM cartridge + an I/O port.
HDB-DOS redirects the I/O to DriveWire when using virtual disks.
