Yes, but the toolshed utilities and libs are open source.  It should be 
possible to bolt that underneath the Windows GUI.

Does anyone know if FUSE is supported on Windows?  The cocofuse interface 
is really delightful on Linux and Mac OSX.  You can mount either OS-9 or 
DECB diskette images as filesystems.
