There was never any ROM code that supported the semigraphics modes below PMODE levels. That was a hardware feature of the 6847 that was not implemented in the GIME.

I have often wandered why the unsupported semigraphics modes
of the VDG were left out of the coco's basic rom graphics routines.
I heard a rumor that part of the ECB code was misplaced and could
not be located in time for the project.  Did  he mention  that by
any chance?
