These days it's easy (ish).

Go to http://msdn.microsoft.com/vstudio/express/support/install/ and 
download the CD images

Go to http://msdn.microsoft.com/vstudio/express/sql/default.aspx and get SQL 
Server

Register VB (and any others) and you get all sorts of stuff including free 
eBooks, free videos and sample programs.
