[Coco] Rainbow on Disc Volunteers

I have just heard from Lonnie and he has agreed to waive any fees for up
to 4 volunteers.  Since that is exactly how many volunteers I currently
have this works very well.  I am going to correspond via email with the
four who stepped forward and get things started.

Neil mentioned that anyone who owns a magazine, scans it, and then uploads
it to a site that does not offer downloads would honor my agreement with
Lonnie - I agree totally.  I will see what I can do to implement this in
the document repository so that there is a single interface for file
transfer for the project.
