This has to do with charges for disposal of no longer wanted 
electronic devices. I knew of this movement about five years ago 
when some of the European countries were comtemplating this 
surcharge. I did not know any had finally implemented this 
regulation. 

If I remember correctly it establishes a charge method for recycling 
costs and disposal fees for not only German manufacturers but all 
foreign manufacturers also. The foreign manufacturers do not have 
to pay the fees if and only if they do not direct ship to the customer 
but directly to an importer. Then the importer must obtain the filings 
and legal meastures. 

Seems that the law does not effect German companies from 
exporting outside the EU. Only way that may be needed is to stop 
companies from shipping to a dummy company outside and then 
return ship back into the EU. 

I would think that they can ship into the US with no issues unless th 
ere is some reciprical laws in the US or Canada.
