It would help to know what operating system you are using.
 You might be using some version of Windows.  You might not.

Papyrus was designed to work in DOS. It also worked just fine in a
terminal within early Windows - but that was a long time ago, and SFAIK
Papyrus hasn't changed in that time.
However, I have had Papyrus working OK with XP.
