Have you already set up a fresh Windows shortcut icon for launching
Papyrus, as per our current instructions for Windows NT/2000/XP at
<http://www.ResearchSoftwareDesign.com/DOS.html>?

If so, what happens when you double-click that icon to try to launch Papyrus?
