Our official instructions for creating a Windows shortcut icon for Papyrus
tell you to check the Mouse "Exclusive mode" checkbox under the "Misc" tab
of the shortcut's Properties. Doing so eliminates some problems that some
Papyrus users have experienced. However, it also prevents you from moving
the mouse cursor outside the Papyrus window.
It is safe to uncheck this setting in the Properties dialog. You will then
be able to move your mouse cursor outside the Papyrus window, and the
cursor will be restored to its arrow-ish glory.
