That's correct. The solution is to write something to process the RIS OUT
output file, (1) to move the end-of-record tag so that it follows the
notecard contents in the tagged file, and (2) to insert a new tag (we used
"NC") at the beginning of the notecard contents:

Before change, with comments [in square brackets]:
ER - [end of record tag]

First notecard text
         blah, blah, koalas, blah

Second notecard text
         blah, blah

ID - [first tag for next record]

After change:
NC - [notecard tag]

First notecard text
         blah, blah, koalas, blah

Second notecard text
         blah, blah

ER -

ID -

Martin Evans and I, neither of us clearly having enough to do with our
time, wrote a WordPerfect macro that does this, to which you're welcome.
