I had a similar problem when trying to bring Papyrus references
containing non-English characters across to EndNote. The solution was
to -

1. Use the RIS OUT format
2. Export to a Word for Windows/WordPerfect file, not a text file.
3. Open up your export file in your word processor and check that the
characters have translated properly. They should have.
4. Save or Save As the file as a text file (which of the Word text
file options I've forgotten - you will need to experiment.
5. Import the file into Reference Manager. They should be okay
