Unfortunately, neither approach will work.

Papyrus Version 7.0 is still a DOS application. As such, it is limited to
the "extended ASCII" character set provided by IBM and Microsoft. This
character set, in turn, is controlled by something called "code pages" (you
can find a bit more information about these in the Papyrus manuals -- try
"Accented letters" in the index).

The menu that pops up when you press Ctrl-E includes the various accented
letters available in the two most common code pages -- English and "Latin
I". These cover most of western Europe. For eastern European languages
there is a "Latin II" code page. If "Latin II" includes all the accents you
will need for your Papyrus entries, then you might want to track down a
local computer expert to set up your computer so that Latin II is the
active code page whenever you run Papyrus. Then you will be able to enter
the symbols you need, via either Ctrl-E or one of the other methods
described in the Papyrus manuals.
