Are you by any chance using the PL filter.  I have an NHRC-4 and was just
passing the PL from the mobile through the controller, and it worked fine.
I did have to make the jumper was not in for the filter.  I am not sure if
the 3 has a built in filter.  A better way to do it is, to use a stand alone
encoder and use the COS from the GE to trigger the encode put tying it to
the PTT input of the encoder.  This way it will only encode with a valid
signal from the GE, instead of keying from the controller ids.

I am having a strange issue with tone decoding. I have an NHRC-3 with a
TS-32 connected. It is working fine to decode the tone when keying the
repeater, but sending it through seems to be an issue. I am also using a GE
Mstr II radio.
 
I believe the tone, or at least some remnant of it. When I set my Yaesu VX-7
HT to T SQL mode, set the PL to the same tone being sent to the repeater,
the squelch is tripped when the repeater is keyed and the radio passes the
audio. The courtesy tone is suppressed, which is desirable in this case.
 
However, when I do the same thing with an Icom 206 mobile and a Kenwood
TM-733, I am not able to bypass the squelch. If I transmit on simplex to the
radio on the repeater's output, it works, but not going through the
repeater.
 
I was trying to get this function to work so that I can set up a clean
repeater link using EchoLink.
