I don't understand.  We have travel back and forth over the border
all the time.  There is never a time I drive on I84 or I81 that I
don't see Quebec and Ontario license plates.  My daughter's ex-husband
is dating a Ukrainian from Quebec and they don't seem to have any
problem going back and forth to see each other.  She was here in
February, he went there in March and now she is back here.  maybe
you just need to try a different border crossing place.
