Is VCC disabling the PIA interrupts when GIME interrupts are enabled? If so, that's the problem. Both sets of interrupts can be active simultaneously.

This would cause the chip IRQ output to be enabled.However at no point is gime reg 92 (hex) (or 93) ever written to.
