[Coco] os9 tool sees disk as full when it's not

Having trouble using the os9 tool on Unbuntu 18.04.

The tool tells me the 720k floppy is full when there is only 80k of 
files listed.

$ os9 free ~/Projects/OVCC/CoCo/dsks/ANSIFRONT.os9

Is this a known issue or do I need to use certain options?
