Jack,

You clearly have a PC so the simplest thing for you to do is run an emulator such as VCC on your PC. 
You can use VCC with Drivewire, but even without Drivewire VCC supports both .dsk and .vhd drives 
(floppy images & hard drive images). That means you can easily learn/use both Disk Basic and 
OS-9/NitrOS-9 without any more hardware than you currently have.

Once you have used Basic and OS-9 for a while and develop projects that require more hardware, then 
you can decide to try and find a Coco, CocoSDC, or other Coco hardware devices.
