That makes sense.    I can't believe I didn't catch that sooner. I spent so much time Re-seating the chips and cleaning the contacts while completely ignoring the jumper settings

That would do it.

No jumper is used for a DOS type ROM.  The autostart jumper would only be used for a ROM cart
style ROM executing in cart space. You don’t want the cart line triggering for ROMs that are an
extension of basic.
