[Coco] CoCo DECB error list and descriptions

I believe there is no such thing as ?FE ERROR.  There are situations where
a crash from ML causes an error code to be picked up from the wrong
address, so you see a spurious one.  (Of course, normally ML problems don't
generate a Basic-type error code at all.)
