Mike, that sounds more like an hdbdos problem than VCC. Is the MPI switch on '4'? Did you try "DRIVEOFF" to make sure the floppies were off?
If hdbdos is running (now default), then try that.
Admittedly, I haven't formatted any disks in RSDOS since I do not use it, but have formatted many in Nitros9 with the becker cart in and it doesn't interfere with the drive.

Tried it on my Win7 laptop and I can't dskini a floppy with the HBD/Becker
cart
in the MPI.  If I remove it and just use the normal floppy controller
it
works.
