[Coco] Host for the Vcc Open Source Projet

The license hasn't been discussed yet as this is just getting started.
There is a duscussion on the facebook group going on as we speak, and they too suggest GitHub as the best host. There has been at least one suggestion on the license issue... "Affero GPL". I am not familiar with the various licensing so that would make for a good discussion.

1.43c, which is the "altered" version of VCC which allows use of the Becker Port
