It's not what the manual is saying

Manual pdf page 4

Cartridge Menu.

"There are only two options here 'Load Cart' and 'Eject Cart'. A Cart in
this context is any
Program pack (.ROM File)  or run time loadable DLL file.  See the section
entitled "loadable modules"
For more information on this.


In "Loadable modules"

Same manual page 14 

"Modules (DLL) or program packs (ROM) images are loaded via the cartridge
menu option.


Besides that, there are many location where you can download vcc
