Nope, no way to remap the keyboard other than the "Basic" & "OS-9" choices in the config tab. The "OS-9" choice should get most of your keys back. The OS-9 setting is most like PC keyboards. And no, it doesn't mean you have to be using OS9 :-)
That was one of the things that was being worked on when the project was abandoned.

Cloud9 has great documentation, but HDB-DOS is maintained in Toolshed at
http://toolshed.sourceforge.net/

In the Toolshed 2.1 downloads you can find a zip with many HDB-DOS flavors,
you'd want hdbdw3bck.rom
