[Coco] Accessing the serial port from Basic

I think there is some routine for sending data via rs232 ( look for
the printer device support in BASIC ), however, I do not know of any
routine capable of reading rs232.  if one has HDBDOS/DW  then there
are some ML vectors for DW (which used the serial port, usually)
