Yup, that's what the Green Mountain Micro Lowerkit is...

The manual is in the archive, and includes schematics and the artwork for 
the board. Since he isn't selling them any longer, I'm sure Dennis wouldn't 
object if you ran one off for yourself.

I wouldn't make any to sell at a profit, though.

The MC6847 is capable of being supplemented with an external character 
generator, so it should be possible to create a true lowercase board for the 
Coco1.
Add an 80 column VDG to that and you would have some of the features 
included in the Coco3.
Further, an MMU would not be that hard to build for the Coco1 or Coco2 
either.
