they are R61 and R62. just pull the resistor side opposite to the label and your pin 10 will be disconnected.
your monitor does work. you can see the image. is the sync that is getting spoiled.

Just checked again and SCART pin 20 is connected to the 74ls02 pin 10 which
is the CSYNC.
If your diagnosis the composite sync issues I'll do more testing there. I
was worried that this monitor may not support 15khz after all.
