[Coco] Nitros9 boot fails with HDB DOS in rompak

I loaded HDB-DOS from tape (ipod) and the Nitros9 images works fine with 
DW4.
I am able to load up the arcade pack and start Thexder.

So it can only be the rompak. I checked Q and CART like Ken suggested and 
they are tied together.
I checked for continuity from each leg of the ROM to the card edge. 
Everything looks good.

Once again with the rompak RSDOS stuff works great.
Nitros9 hangs at i2xoC during boot.

Anyone have any clue as to what could be going on that would make the rompak 
prevent Nitros9 from starting?
