If you use flux and apply the appropriate temperature iron, capillary 
action will pull the solder through the hole.  Also, unless you damaged 
something during chip removal, the holes are plated through and don't 
technically need visible amounts of solder on the top.  Explicitly 
applying an iron on the top just runs the risk of melting the socket.
