That's a rather unscientific approach to the problem. But hey, you never
know...

If you have a transient drop when the drive is first accessed, then you
won't see it with a multimeter.

I can't offer a solution but I suspect you'll need more comprehensive
diagnostic tools. I'd persist with the cap replacement if all else fails,
because it does sound like a power surge (supply) issue.
