[Coco] OS-9 coco2b lowercase

From what I remember (admittedly, dim memory at this point), the Coco 2B had the option of 2 4464 chips (the "new" method), or 8 4164 chips (the "old" method). Color Basic 1.3 had code to properly use both types. This was carried over to the Coco 3 actually, in that the 128K Coco 3 used 4 4464 chips.
