Yes Windows 98 SE has USB support.  Booting from USB is not part of that 
support though, that is a function of the mainboard BIOS which came later. 
AKAIK none of the emulators support USB floppies either.  I keep an old 200 
MHz Pentium machine with 360k floppy for running Jeff's emulator.
