That was me. I had the full collection up on rapidshare before they changed the amount of of space that paid users could have for file storage. I had 2 sets the 300-600 DPI PDFs and the 100 DPI sets up. I did not do the scanning but those who did sent them to me and I had them and my entire coco software and documentation archive up on rapidshare for a very long time, ended up being about 15-20 GB total I think if memory serves me correctly. I never posted direct links on the email list as some folks got pretty upset so I posted to coco3.com forum posts that had links to keep the list here free from unwanted lawlessness and flame wars.

I think that malted media FTP site has a complete rainbow collection you can grab still.

While the project is awesome, and I do participate occasionally, at
the current rate it's going to be a very long time before we get to
see it finished!

Someone posted a collection a few years ago to a megaupload site, but
that one is now gone.  I wasn't able to get a full set.  The
individual issues were massive in size, several hundred megs each if I
recall, not very efficient compression.   Just a set of readable .jpeg
or .png scans would be awesome.  (hint hint)
A .torrent would probably be the ideal distribution method.
