The Deskmate 3 file you're trying to patch needs to be loaded in RAM before
running MODPATCH. From the command line:

modpatch deskmate3.mod

MODPATCH should start following the commands included in the patchfile.
These changes are apply only to a file kept in memory, to make the changes
permanent you will need to SAVE the modified file back to the disk. SAVE was
not included in the OS9 Level II distribution but was on Level 1, the
utility works on both versions.
