[Coco] new version of WSC

[Willard Goosey]

I've placed the new 0.2 release of Willard's Source Control (WSC) in
http://www.sdc.org/~goosey/os9/wsc02.lzh

The original version is considered to be release 0.0.  0.1 never quite
made it to the Net.

Now, with the ability to check out specific versions of checked-in
files, it should actually be useful. :-)  I also improved the docs.

Feedback is welcome.
