Then you can install Cygwin <http://en.wikipedia.org/wiki/Cygwin>, a 
Unix-like envrironment and command-line interface for Windows. It allows 
you to install a lot of different packages, eg. gcc, python, perl, etc.

It will be more than enough for Cygwin, which uses few resources.
