[Coco] Is this really a hard disk controller?

Yes, its a floppy controller, and likely has a fujitsu 8877 fdc chip in it. a 
cmos chip IIRC, than can do HD disks just fine if modified clocks are used.  
I had one once & let somebody con me out of it.
