[Coco] Is this really a hard disk controller?

No, the HDS definitely has one 24-pin and one 28-pin socket;  the 28-pin one can
be jumpered, if desired, to accept a 24-pin ROM.

Perhaps you are counting pins on the chip that is plugged into it, rather than
the socket itself.
