[Coco] Is this really a hard disk controller?

Close examination of the photo reveals that both ROM sockets are 24 pin.

This doesn't look like other HDS floppy controllers I have seen. The
board doesn't have a solder mask. The FDC chip is a Fujitsu MB8877A.
Some kind of prototype maybe (possibly even High Density)?
