I would guess either the cartridge connector is dirty, or the CPU on
your CoCo 3 has a blown halt or interrupt line.

I think if you POKE &HFF40,128 that will trigger the halt flip-flop. The
CoCo should hang if you do that. If you get OK back, the halt line is
probably blown out.
