Paul, I'm certain that this is possible.

I think all you need to do is connect pin 14 (green wire) to ground (any 
black wire) to start the PSU up, and disconnect it from ground to shut it 
off. This is usually done by the motherboard. I think that part of the 
motherboard is supplied from the +5V standby supply, on pin 9 of the 
connector.
