The old Jeff Vavasour emulator comes with port.exe.  I believe that
Toolshed can also do the trick.

I assume you're trying to unpack it on a PC running MS-Windows >=98. 
izarc is a freeware archiver that will handle .lha.  Otherwise, look for
lharc or lzh for your platform.
