[Coco] ROMMAX EPROM PROGRAMMER

I couldn't find a supported device in the rommax software that matched
the oddball pinout of the roms in the tandy disk controllers. So I used
a header, something like robert gault suggested earlier and adapted it
to a 2764 footprint and the rommax was able to read it as a 2764.

p.s. I didn't actually need to read these ROMS - I could simply copy
them to floppy from a coco - I was just playing with the rommax because
it was the first one I came across digging through storage.
