[Coco] Status of cocodownunder.com

As the name suggests, cocodownunder is a site which hosts only files for the 
Tandy Colour Computer.

When working it is a BLOG site which has download capability of files 
uploaded by the maintainer(s).

Included in the available files will be scans of Australian Rainbow 
magazine, and in the future, AustralianCoco magazine, as well as the 
Australian OS9 Newsletter. Some of these are already in that uploads folder.

Other files which will be available are ZIP files of programmes, with their 
documentation where possible, for the various Tandy Colour Computers (1, 2 
and 3) for both DISK EXTENDED COLOR BASIC and OS-9 (NitrOS9).

Manuals and other documentation will also be available there in the future.

Please be patient while David gets the site back up and running, folks. It 
will be worth the wait.
