Yes, I bought it about 12-13 years ago, and it performed exactly has 
advertised.
It wasn't the most optimized C compiler you could get, though.

As an option, if this is for a Windows machine, you could download 
Cygwin with gcc (from www.cygwin.com) , or some other windows variant of 
the GNU compiler, completely free of charge. The only thing you need is 
lots of hard disk space, and Internet bandwidth.
