Further testing using 6809L2 NitrOS-9 build 3.2.6 indicates that format 
works correctly. It creates an LSN0 with $B400 bytes in the allocation 
map (DD.MAP) and the root directory starting at $B5 (DD.DIR).

However, there is a bug in dEd as distributed in the package. It reports 
for LSN$B4 - BAM: From Sector $59800 to $59FFF. That is correct but for 
LSN$B5 it reports - BAM: From Sector $5A000 to $59FFF. Now that is wrong 
by any standard and clearly the fault of dEd. The numbers are large to 
small instead of small to large and there is only a single sector indicated.

We'll need to check the dEd mods.
