I did try taking a .vhd image and changing the extension to .os9 for use 
with wimgtool. Wimgtool stated the file was corrupted. This was an 
RGBDOS image with a Disk Basic partition after the OS-9 partition. 
Perhaps it would have worked if I had a .vhd image used only for OS-9 so 
that the LSN0 indicated the full size of the image.

Try taking a .vhd OS-9 image where OS-9 uses the full image. If wimgtool 
won't read the image with an .os9 extension then it is a memory 
allocation problem.
