All the checksums are wrong. The checksum needs to include the length of 
the line as well as all of the character pairs. So for the first line, 
A4 should be 91; NOT(A4)=5b, 5b+13=6e, and NOT(6e)=91

Once you correct all the checksums, you can just declare the file is a 
.rom or .ccc and test it in MESS.
